The national policy Dongfeng drives the strong development of instrumentation enterprises

  On February 28, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, and the National Standardization Administration jointly issued a Notice on Accelerating the Action Plan for the Development of Sensors and Intelligent Instrumentation Industry (referred to as the Action Plan). The development of sensors and intelligent instrumentation industry has pointed out the direction.
  The Action Plan also sets a short-term goal for 2013 to 2015. In the future, it will cultivate industry leading enterprises with an output value of over 1 billion yuan and “small (middle) and refined, specialized and specialized "Innovative enterprise."
  It is not difficult to see that the introduction of the "Action Plan" has injected a "cardiotonic agent" into the instrument and meter enterprises. At the same time, however, it should be noted that low-end products with overcapacity, scattered enterprises, and fewer enterprises in scale have always been a stumbling block to the development of the instrumentation industry. On the one hand, it is the positive trend of the national policy, and on the other hand, it is a long-term obstacle in the development of the industry. The competition in the instrumentation industry will become increasingly fierce.

  Instrumentation companies welcome new opportunities
  The instrumentation industry is a basic and strategic industry of the national economy. It covers a wide range of applications, covering industries, agriculture, electricity, transportation, science and technology, environmental protection, national defense, culture, education and health. As an important part of modern large-scale key equipment, instrumentation should not be underestimated.
  In August 2011, China Instrument and Meter Industry Association announced the “12th Five-Year Plan for Development of Instrument and Instrument Industry” (referred to as “Planning”). It is clear that during the “Twelfth Five-Year Plan” period, China’s instrumentation industry will mainly focus on major national projects. The demand for strategic emerging industries and people's livelihood areas will accelerate the development of three major focuses: advanced automatic control systems, large-scale precision testing equipment, new instruments and sensors. The "Plan" also pointed out that by 2015, the total output value of the industry will reach or close to one trillion yuan, with an average annual growth rate of about 15%; exports will exceed 30 billion US dollars, of which domestic enterprises account for more than 50% of exports, to "ten At the end of the 25th or the 13th Five-Year Plan, the trade deficit began to decline.
  The "Action Plan" issued by the four ministries and commissions is a refinement on the basis of the above-mentioned "Planning", focusing on the development of sensors and intelligent instrumentation industry. In response to the instrumentation industry, the country has adopted a number of favorable policies for intensive adjustment. Many industry insiders believe that although the growth rate of production and sales in the instrumentation industry is slow year-on-year, the growth rate of the chain is decreasing, and even some sub-sectors have a negative growth rate. But overall, the instrumentation industry has broad prospects.
  China's industrial transformation and upgrading, energy-saving emission reduction and consumption, and the development of strategic emerging industries have brought opportunities for the development of instrumentation. At present, China's instrumentation plays an important role in emerging industries such as wind power, nuclear power generation, Internet of Things, smart grid, high-speed rail and rail transit, and the market is expanding further. The "Action Plan" proposes that the sensor and intelligent instrumentation enterprises that have been certified to meet the relevant policy conditions can enjoy relevant tax preferential policies as required. It can be seen that instrumentation enterprises will usher in a round of development opportunities.
  Zhao Leiyu, an investment consultant of Ping An Securities, analyzed that the Action Plan aims to enhance the innovation capability and international competitiveness of the sensor and intelligent instrumentation industry. Sensors and smart meters are empowered by self-calibration, self-diagnosis, self-adaptation, self-learning, etc. by embedding a microcomputer. They provide tremendous support for utilities such as hydropower, coal, and other strategic emerging industries such as high-speed rail and food safety. It also provides a broad market space for its own development.

  Many bottlenecks to be solved
  As a major country in the production of instrumentation, although the export volume of instrumentation products in China has increased year by year, the export area has been expanding. However, as a whole, there are still bottlenecks in insufficient scientific research input, low independent innovation capability, manufacturing technology, material quality, chip core technology, intensive and concentration of production, and installation size standards.
  In addition, China's instrumentation market has its particularity, that is, more than 90% of the market is occupied by foreign instrument manufacturers, and domestic instrument manufacturers are in a relatively weak position.
  High-end precision instruments are heavily dependent on imports. Compared with developed countries, the gap between research and manufacturing of scientific instruments in China is not narrowing, but gradually increasing.
  As early as 2010, the State Administration of Taxation issued the "Measures for the Administration of Tax Rebate for the Purchase of Domestic Equipment by R&D Institutions", which clearly stated that domestic and foreign R&D institutions or centers purchase domestically produced equipment, from July 1, 2009 to December 31, 2010. Full refund of VAT policy to encourage and support domestic instrumentation, so that it accelerates the pace of localization of equipment.
  "In this action plan, there is also a plan to specifically support the cultivation of instrumentation and backbone enterprises. China's production of instrumentation enterprises have the characteristics of small, small, scattered, domestic instrumentation products are relatively low-end, production level, production capacity, research and development Insufficient ability. It is necessary to cultivate a group of enterprises with innovative ability, independent intellectual property rights and products with their own fists." Wu Youhua, vice chairman of China Instrument Association, said in an interview.
